Honestly Jenn, I dont know. My ferts dont eat fish, so I dont really worry about it. The cat on the other hand is a fish fanatic, I just buy her fish (anchovies and sardines) dead from an Italian market in town.

No fish can not live in tap water..unless you let the water sit out for a few days as in an old liter. The chemicals used would be the water conditioner, enzyme coating for the fish (for stress) and if the fish are diseased they use various removers for ick, hole in the head, and other nasty parasites fish come with.
You can raise fish without chemicals, but it can be hard unless you have a good filtration system. Still a lot of the filtration systems have coal or other things in them to help keep the water stable for fish. (mimicing what they have in the wild) So that in itself might be something to think about.
